Art und Umfang der Leistung Specific Objectives
- Conduct an in-depth assessment of the RBF-based ICS dissemination
experiences, key implementation challenges within the cooking component in the
respective regions, utilizing a result-based monitoring and evaluating mechanism
to reveal the results that have been achieved to date and the causal effects on the
results achieved.
- Review the RBF experiences in Ethiopia that may have been implemented both in
ICS and Solar PV sector and as well the experiences of other comparable African
countries, with focus on the Benin experience, and document lessons learned.
- Coordinate and standardize the evaluation methodologies across multiple RBF
interventions to facilitate the comparison of alternative approaches, assess the
external validity of impacts, and the feasibility of similar interventions across
different socio-economic and cultural settings in the cooking and solar sectors.
- Summarize and disseminate the key best practises and recommendations
that are accessible and relevant to the EnDev and other components of the GIZ
Energy Program and other stakeholders who may be interested to work with RBF
mechanism as well as other relevant RE policy makers.
- Conduct an assessment on the evidence of cost effectiveness of RBF incentives
and propose effective implementation strategies to improve the outcomes of the
RBF based implementation approaches of the program.
- Assess the advantages and disadvantages of the RBF mechanism when
compared to other project financing mechanisms and provide evidence-based

recommendations on way forward regarding the selection of mechanisms to be
applied within the GIZ EnDev program.
- Develop an RBF quality criteria and recommend the type of improved cookstoves
and solar products which meet these requirements.
- Conduct a stakeholder mapping to determine relevant partners needed to
implement redesigned RBF strategy in both the cooking energy and solar
electrification and market development components.
- Design appropriate incentives mechanism or structures to include manufacturers,
distributors and non-governmental organisations as direct end-users to expand
sales.
- Assess the potential of existing end-user credits for RBF ICS and solar users and
recommend the practical methodology based on the Ethiopia context.
- Develop suitable M&E Framework to track the actual application of the RBF.
- Conduct and assess appropriateness and capacity of RBF ICS distributors/
manufacturers engaged to date and recommend support measures to improve
future implementation of the RBF mechanism.
