   II.1.4)Kurze Beschreibung:
   The project aims to enable youth and young adults from the group of
   vulnerable Jordanians and Syrian refugees to take advantage of
   employment opportunities in the skilled crafts sector. This will be
   achieved by improving vocational qualification in selected skilled
   crafts professions as well as by enhancing target group and
   sector-specific information and counselling offers. Accordingly, the
   implementation is divided into two fields of action: Pathways to
   training and employment in the skilled crafts sector and Vocational
   qualification in skilled crafts occupations.
   Close cooperation with the German Confederation of Skilled Crafts is a
   core element of the project. The German Confederation of Skilled Crafts
   (ZDH) forms the interface between the project and the skilled crafts
   organisations in Germany. The development and implementation of
   qualification measures and capacity development measures is carried out
   in cooperation with the selected skilled crafts organisations.

   II.2.4)Beschreibung der Beschaffung:
   Jordan has about 10.5 million inhabitants, of whom almost 70 % are
   under 30 years old. In addition, there is a high number of Syrian
   refugees in particular, who live in Jordan and are looking for work.
   Although skilled crafts offer a comparatively high employment
   potential, potential employers complain that qualified workers are hard
   to find. A job in the skilled crafts sector is often not perceived as
   an attractive and desirable option, partly because of inadequate pay.
   Many young people work in the informal sector, which provides more than
   40 per cent of employment. Others are underemployed or often unable to
   generate sufficient income as self-employed.
   In May 2019, a new law was passed for the TVET sector in Jordan, for
   example to improve cooperation between private and public actors, to
   adapt curricula to the needs of the labour market and to develop
   standards for accreditation and certification processes. The aim is
   also to improve the provision of career counselling.
   The aim of this tender is to increase the decision-making and
   employability of Jordanian and Syrian young people in order to better
   recognize and take advantage of employment opportunities in the skilled
   crafts sector by developing virtual occupational information for the
   Jordanian TVET sector. To this end, orientation films in VR format are
   to be produced in cooperation with relevant Jordanian partner
   institutions (e.g. training centres, technical universities, Ministry
   of Labour, etc.), which will give the target group (young people and
   their parents) an understanding of the everyday working life of
   selected skilled crafts occupations and increase their interest in
   participating in vocational training and/ or working in the skilled
   crafts sector. The tender includes the implementation of a needs
   analysis for the selection of ten occupations, capacity development
   measures for relevant actors, the creation of storyboards for the VR
   videos and their production. To ensure cultural and linguistic
   authenticity, the videos will be shot with Jordanians in Jordan. The
   language used in the videos is Arabic (Jordanian dialect). Close
   contact with partner institutions of the project, e.g. Ministry of
   Labour, state training centres, is planned. Therefore, a high degree of
   professionalism in dealing with political decision-makers as well as
   intercultural competence is required. After their production, the VR
   videos will be handed over to selected Jordanian partner institutions.
   In a total of up to ten training sessions, employees of each of the
   seven selected partner organisations and institutions are to learn how
   to best use the VR videos, make them accessible to the target group and
   develop new VR videos in the future. In addition, the contract includes
   the organisation of at least two PR events in Jordan.
